The Democratic Republic of Congo's Strategic Mineral Market Regulation and Control Agency (ARECOMS) announced on September 21 that it will end its eight-month cobalt export ban effective October 15, replacing it with an export quota system starting October 16.
This decision marks a strategic shift by the world's largest cobalt producer from complete restriction to controlled supply management. Under the new rules, Congo will allow exports of 18,125 tons of cobalt for the remainder of 2025, with annual export ceilings of 96,600 tons for both 2026 and 2027.
As the source of approximately 70%-76% of global cobalt supply, Congo initially implemented the export ban in February this year after prices hit nine-year lows. This policy adjustment aims to reduce inventories and support prices.
